@Pledoge it's not. If there is a heart rate for time you have not been wearing the tracker then it means the tracker failed to shutdown the HR sensor and kept reading random numbers. If you take it off the best way is to lay it down on the display so HR sensor faces up. It should turn off after a few seconds.

Hi @Pledoge - in addition the watch sensors can pickup random signals as heart rate, merely holding the watch and not actually wearing it can even register a heart rate.
The only sure way to disable it is as @Triletics says, ensuring that the straps are out of the way and it cannot detect any movements.
