The Fitbit Sense2 info and on line answers here always state that the watch should be "close" to the phone for syncing to take place. How close do
es it need to be?
At night, my phone is about 4' from my bed/watch on my arm. Usually the sync happens in the morning, but sometimes I have to restart the phone to initiate a sync. But most often my phone is in my hand, in my pocket, or right on the table in front of me. Then when I check, it may say it synced just now, or 6 or 10 minutes ago, or even more than an hour ago. Why is there inconsistency?
If the watch is what is measuring the steps, how can the phone app sometimes show more steps than the watch?

Regarding the steps, confirm if you are using Mobile track. It is a service that allows you to count steps using your phone even if you forget to wear your Fitbit. If that is your case, Mobile track will add the steps recorded by your phone to the Fitbit app. You can "unpair" Mobile Track from your account. On your Fitbit app go to the upper left corner, on the phone and device icon. Click on your phone icon and hoose "Disconnect device".

I followed the Reply Here button on the email I got of the reply from ManuFITBIT. But my reply wouldn't post/was rejected. So I'm trying to paste it here.

When I do a search for Fitbit help, the suggestions NEVER match what my
phone app shows. Often I find the right section elsewhere.
I think there is something else going on besides simply not syncing. For
example today I got up at 7:30. The sleep thing on the app showed my
night's sleep just about right. So the watch and app must have
communicated, tho they were 4' apart. However at 9am I looked at the app
and it claimed it hadn't synced in 3 hours.
I got this watch in Mid July. I feel like I'm having to deal with some watch issue every day so that it is "useful" to me. One example today is that I went to an appointment, a large grocery store and to Target, so lots od walking, but the watch/app says i had 2736 steps. BECAUSE THE WATCH DOESN'T COUNT STEPS. IT COUNTS ARM MOVEMENTS. I am slightly disabled, so I always push a cart in stores. No arm movement. When I go up the stairs in my house, I have to hold the railings. No arm movement. I've logged just 4 floors in 2 months in this 2 story house + basement.
