Have you tried restarting your Sense 2 by holding the button on the side for around 10 seconds? You will see the fitbit logo and the device will restart. Check to see if the settings are now working.
That's strange. Is the touch screen working at all? Does it register other touches and swipes?

Hi @lidzau - if you have restarted the watch and still when you pull down on the watch face and click Settings, you can't get into any of the Settings tiles, check when you pull down that all icons are also off.
If so, the Settings app is corrupted and a factory reset will be required.
