When selecting the alarm app on the Fitbit Sense it does not open! I have completed a device restart and this has failed also. There is no option on the phone app or Fitbit watch to remove and reinstall. This has been an issue since early 2022 when there was a known issue. 2 years later and there is still an issue. Please advise how to fix.

While reading your post, I was wondering if the Alarm app, is the only app not opening?
As our last resort, I'd recommend performing a factory reset on your Versa 3. Important: Take into consideration that a factory reset deletes any stored data, which includes all data that hasn't synced to your Fitbit account and your applications, alarms, etc.
With the above being said, please sync your Versa 3 and then, proceed with the steps below in the order listed:
