At a particular time a HR reading is 70 bpm on Web page and is showing as 81 bpm on the App-why the difference?

In both viewers you don't see raw data but processed (filtered). App and dashboard use different processing hence different view on data. Dashboard is pretty much outdated (it doesn't look like Fitbit puts any more work into it except sometimes breaking it more).
