A lot of these "medical" features depend on Fitbit getting regulatory approval in each country. You can't just start selling a device which claims to track certain medical conditions (in this case AFib), it first has to pass strict criteria set by the countries medical regulator.
So in this case, Fitbit has had to disable this feature until it passes the required certification.

I would think the basic functions would work in any country that your current Fitbit works in.
SpO2 and the ECG may not work until the trail stirs of the country give approval.
