Decided to use the ECG function for the first time in a while. Surprise! (not) It no longer functions properly. It prompts me to open the app on my phone which does nothing. This watch had been reinstalled, factory reset, and every other fix. Is it too much to ask that the watch functions all work at the same time? If it's not one glitch, it's another.

I'm sorry the ECG app isn't working correctly and appreciate the troubleshooting steps tried prior to posting. Just to confirm, were you able to complete the Heart Rhythm Assessment before? Did you have the Fitbit app open and the Bluetooth enabled before taking a reading? Also, what is the model of your phone?
In the meantime, I'd recommend trying the following steps:

While I appreciate the reply, it's just the same old ish, different day. The ECG function had been working then it stopped. Functions continue to randomly malfunction and then start working again. Fitbit needs own the fact that the Sense is a glitchy, unreliable product.
