If so when?

If not, can I visit a country where the app has been released to download it?

Also have you tried in the Fitbit phone App clicking on Discover [at the bottom] and going to Assessments and Reports?

I think they tightened controls on who can have it.

No I was not able to solve the problem. The same error message "Oops, this isn't supported in your location..."

Given up on it.
