Is the Fitbit app open/running in the background on your phone?

it needs to be

I don't have to have the Fitbit app open on my Android phone. I just tested it and my phone chimed as soon as I tapped Find on my Sense. But it did require special permissions during the initial setup. Did you make sure you enabled those permissions?
