How can I turn on "all Day Sync"? I don't see that toggle on my mobile app and I understand it must be on in order to receive the new update.

That setting has been removed and all day sync is on by default and cannot be turned off. See: https://help.fitbit.com/articles/en_US/Help_article/1877.htm
