is therew nay way to synch data via Windows  PC, without using the phone app ?

Hi, @SunsetRunner, welcome to the community, in short, the answer to your question is no. Your "Sense" communicates with your phone app using Bluetooth which in turn populates your online dashboard using Wifi or phone data. These articles provide detailed guidance and advice. How do Fitbit devices sync their data? and Why won't my Fitbit device sync? Note the minimum O/S requirements for compatible devices here.
