@SunsetRunner Welcome to the Forums! Since you mentioned you want to delete all the information of your Surge, you only need to proceed as per @Sagarm's advice. The factory restart, will allow you to delete all the information on your tracker. Once the tracker syncs, the information is saved on the Fitbit account. If you Want to start all over, I recommend creating a new fitbit account.
If you want to keep the same email address, contact Support they'll will delete the Fitbit account, and you can use the same email address.

@SunsetRunner when you connect the Surge up to your newly created account it will reset the settings to yours. As for the previous users data this was removed during the last sync, since all Fit it data is stored on the web and not the tracker. If the past user removed the Surge from his account, thrn the tracker is not connected to any account.
@VivisFitbit the factory reset instuctions are for the Charge and the Charge HR, sorry about that.
