Active minutes recorded does not equal exercise time.

just cycled 1 hour and 30 minutes but the active minutes recorded is registering only 16 minutes

Active minutes are not a measure of time alone, but of levels of activity in a given period - so the more strenuous the activity (and the higher the heart rate if you have an HR tracker), the greater the number of active minutes you will rack up. Metabolic rate is also used in the calculation, I think, so things like age, gender and weight are also taken into account. You can find out more about how active minutes are calculated here.
