Activity Minutes Do Not Match Workout

Why will some of my workouts, I.e. Weights show 1 hour of workout but activity minutes only show 15 minutes?

PS; I tweeted question over 3 hours ago still no response. Says I should get response inside of 2 hours.

@Knocker55 The active minutes only kicks in when you have 10 continuous minutes equal to or higher than 3 times  your resting calories. See this link

I would create an Activity Record by clicking on the large stopwatch, enter the workout times, then click the small stopwatch next to the description. You can then examine the one minute calorie graphs.

I need at least 3 calories/minute for Active Minutes (AM) to start accumulating to reach the 10 minutes.

Use this calculator and divide the answer by 1440 to get your 1 minute BMR/resting calories.  It is within 5 calories of my Fitbit 24 hr BMR and uses the same equations that Fitbit uses.

The example below was for a different problem when I was identifying Very Active Minutes , but you can see I accumulated 28 active minutes and there was a break.
