Does the Fitbit Surge work without having a Smartphone (iPhone, Android, etc.)?

I just bought my Dad a Fitbit Surge and it's not working correctly.  He does not have a Smartphone, he has a Flip phone with no app access.  I set it up for him through the Fitbit website and it's all messed up.  It doesn't sync, battery dies after a few hours, clock is off by 7 minutes.... basically, lots of problems with it.  Is it because he doesn't have a Smartphone with the App?

@jessica8994 Hi Jessica8994. The Surge also works with a computer. You would have to download FitBit Connect (free from FitBit.com) onto the computer. Put the dongle that came with the Surge in an available usb port. Charge the Surge using the supplied cable. Once charged (and still connected with the cable), open FitBit Connect and it will walk you through the necessary steps. Once the Surge is setup everything should be correct. Good luck.
