Can I sync my surge to update from the online website or only mobile device?

You can't sync from a website but you can sync via the fitbit app on any mobile device that's supported by fitbit. The list of supported devices is at www.fitbit.com/devices 

 

You can also sync via certain desktop / laptop computers. Depending on the computer this can be via the fitbit app or via the downloaded fitbit connect software.
