Can I have two Fitbit watches running on one App because I have the Surge but would like to purchase the Fitbit I can use whilst swimming the new one doesn't monitor my heart rate

You can alternate two different models of fitbit to the same login account, not at the same time though. One is idled while the other is active. A flex2 for swimming and a Surge for running is a great combination, you can even switch off the surge before strapping on the flex2 and switch it back on when you toss the flex2 back in the duffle. When you get your flex2 just add as "a new tracker" as an "existing user".
