Fitbit surge not working

I just opened my new surge. Downloaded the app and paired the device to my phone. 

Th backlight doesn't work and the buttons don't work. I cannot reset the Fitbit either. Should I return it?

By all means. A product should work out of the box, but defects do slip through. Fitbit will happily replace it if you bought from them or go back to the store.
