Welcome tot he forums @Katielynn1633! It does sound like your buddy doesn't want to behave as it should. I feel like @WendyB made a great suggestion by pointing you in the support's direction.
Also, have you checked the golden connectors on the back of your Surge? There may be dirty and/or worn, which may prevent good contact with the pins of the charging cable. To do so, use a toothpick or a toothbrush with rubbing alcohol. Make sure not to scrape the contacts with a wire brush or anything metal, since this can damage the plating and cause corrosion. Now, if you use a toothbrush, dry with a cloth or tissue before charging.
