New Surge won't charge

I got a brand new Surge at the weekened, and was trying to set it up last night. However, I am stuck on the page that says it is trying to set up the device, but can't because the battery is too low. I've had it in charge all night, though, through my laptop when I was originally trying and again this morning, and through a plug at the wall last night. It vibrates every time I plug it in, and my laptop always makes a noise when I plug it in. Yet, it still says the battery is nearly empty.

Am I missing something???

It's nice to see you around the Community @BryonyThorogood, hope you're doing good! I'd recommend following the steps I've posted here to solve the charging issues.
