New fitbit surge

I have just received a replacement surge and its been fully charges. It will not get off the screen 'no shortcuts' set on mobile or web.

I have googled what this means, followed all instructions and screen is still showing message. Have deleted app and re installed as well. Have plugged surge into laptop and tried on mobile app. 

Any suggestions of what to do next?
