Will the Surge track steps if one walks between two exercise sessions, say spinning, while stopping the exercise timer but not closing out of the exercise mode and then resuming the exercise after the walk?

@pittguy79 Welcome to the Fitbit Community! Yes, your Surge will count steps between exercise sessions. Those steps will be added to the total amount of steps only and not to the exercise steps.
