I did a CSV Data Export for the 'Activities' and 'Sleep' categories, and the results are confusing!
The resulting data shows Minutes Sedentary; Minutes Lightly Active; Minutes Fairly Active; Minutes Very Active. In theory, these categories should correspond to a HR of less than Fat Burn, Fat Burn, Cardio, and Peak, but they do not even closely compare to the charts on the Dashboard. That being the case, what is the definition of these categories, since they apparently do not relate to Dashboard categories?
Suggestion: I would consider for an ideal Data Export file seven columns; Minutes Asleep & Minutes Awake (representing your time in bed), followed by Sedentary (HR less than Fat Burn); Fat Burn; Cardio; and Peak, (time not in bed), the seventh column being the sum of all categories equalling approximately1440-minutes (total minutes in the day). Most important here is that the Data Export information correspond to the Dashboard information. As it is now, and as stated above, I have no idea what Lightly Active; Fairly Active; and Very Active means relative to my understanding of Fat Burn, Cardio, and Peak data.

@CAR49ers It's great to see you in the Community! The resulting data that you are seeing is based on the tracker's acivity level and not the heart rate. On the Dashboard you will see it represented in the following form:
As you can see, it only shows 3 levels when the file shows you the minutes where your tracker recorded you were sedentary, you started moving (lightly active), fairly active (moderate) and very active (intense).
I think you also have great suggestion so I recommend posting your idea on the "Feature Request" (That is the forum Fitbit uses to gauge peoples interest in changes to their products).
