Welcome to the Community @Katodrums. By LED lights, are you referring to the heart rate sensor? If so, you can turn on the heart rate by doing the following from your iOS Fitbit app:
1. Tap Account
2. Tap Surge
3. Tap Heart Rate
4. Select "On" or "Auto"
5. Sync
About the brightness of the display, there isn't an option to customize this but you can check the Surge back light brightness adjustment request, vote for it and leave your comment.
