Surge wont charge

Hello
I've received my new Surge,but I won't charge,and the screen shows "Configuration" it can't sync,I've tried to restart it,but it just vibrate and comes up whit the "configuration" again...
How can I see if it charges? And what else do I do??

Sounds defective. It you bought it else where I would take it back and exchange it
