My Surge will only sync when I have either a mobile data connection on WiFi access. I thought it only needed to have Bluetooth enabled on the phone. Do I need to activate Blue tooth on my surge as well?

When you sync it takes the data from your fitbit and updates the fitbit servers. So, you need Bluetooth to connect to the fitbit and you need WiFi or mobile data to connect to the fitbit servers.
