On the dashboard click on the gear and go to settings. Scroll down to time Zone and change it there.
It will need to sync before it takes place

I would like to add that you can find the Time Zone by going to the Fitbit App in your phone, under Account > Advance Settings. Or check your Fitbit.com Dashboard on a computer, log in into your Dashboard and see the Settings option. This is located in the upper right corner, it looks like a gear icon. ![]()
I would also try the restart on your Surge and for syncing instructions check the information in this master post!
