I have just bought a new fitbit surge, but I cannot set this up. The Fitbit app doesent have an option to set the surge up but does for all other types. I am using a windows phone and basically the setup redirects me to fitbit.com/setup  .. this is just for downloading the fitbit app which i already have.  Can I set the device up from my laptop using the dongle to sync to the surge. I have asked customer support but they are saying it could be 2 days before i get a response. I am cosidering taking the fitbit back and getting my money back , as it was advertised to run with a windows phone . any ideas??

It's great to see that you've visited the Fitbit Community @chrisblue!

By any chance have you checked if your windows phone is supported by Fitbit? If you haven't checked you should take a look at this article, and I also would like to share with you this other article that can help you if you still having trouble setting up your tracker.

If is not supported you can also set it up  using a computer you can follow these instructions on this article

Hope it helps, keep me posted :D.

Use the dongle and a laptop, it works just fine to attach it to your account.
