What counts as 'stationary'?

I am loving the new 250 steps an hour feature but am a little confused. The app shows my longest stationary period as being between 10.16 and 11.17 am but by steps graph shows I took 110 steps during that hour, some in each 15 minutes. So why did this time qualify as stationary?

Does the 250 steps have to be at the same time to count?

No what ever you do in that hour goes towards the total of 250.

 

I have the Alta where i get the notification. And one time today it said go get 13 steps please.

Because it doesn't work at all. Yesterday, during my longest "stationary" period, I made dinner and went up and down 4 flights of stairs (as well as some other walking around). I would like the feature if it worked, but instead it's just frustrating.
