I was experiencing this exact issue – The Help Page instructions are incorrect; but I found the correct comination of steps to link the your RunKeeper and FitBit accounts for those experiencing this:
(Note: I connected via Firefox for Mac on desktop)
1. Go To RunKeeper.com
2. Log into your account
3. Click the GEAR Icon in the upper-right (NOT the magnifying glass, as incorrectly stated on the Help page)
4. Click "Account Settings"
5. Click "Apps"
6. Select "Connect to Fitbit"
~You will be redirected to log in/connect to your FitBit account~
7. Log in using your FitBit credentials and click "Allow"
