I was having the same issue. Now when I sync the steps data is less than what my Apple watch and steps counter indicate. I've tried everything but nothing seems to work. When I synced my Apple watch step counter indicated 7,538 steps taken, and once synced Fitbit only recorded 1408. This happens every day. I do not know how to edit it or how to manually input the steps data. This is how my health data is synced with my health insurance company's website. My being unable to upload the correct data is costing me the monetary incentive I receive for exercise maintenance. This is very upsetting. The problem began when I downloaded Fitbit's latest software update. I hope they remedy this situation quickly.
