I  had loaded Fitbit Sync to Apple Health and Fitbit Sync from Apple Health, thinking that would be sufficient since I was using an iPhone.  I finally called the help line and was guided to download the actual fitbit app.  From there I just followed the steps.

Yes @GPPB fitbit sync simply takes the data from your fitbit account, after the Fitbit App syncs your tracker.
