My fitbit is not consistently syncing my activity steps accurately with Renew Rewards by United Health Care tracking system. If anyone has experienced this issue and have discovered how to resolve it, please share!

So I noticed when I walk and my Fitbit records it as steps, it will appear in my phone app, then in FITBIT.COM and then sync with Renew Rewards.
BUT......if I manually enter my steps as an activity because my battery died, I can see it in my phone, then in FITBIT.COM but won't show in Renew Rewards.

When you're in a Challenge for example, the steps that will count on it, are the ones that you tracked with your Fitbit or with MobileTrack which will work as a Fitbit device but using your app. I believe this would be the same for Renew Rewards and that's why your manually logged workouts aren't counting. However, you may want to contact Renew Rewards for more information.

I contacted Renew Rewards about my steps not showing up in Renew Rewards even though they show in my FitBit app and Inspire 2 device.Renew Rewards couldn’t help.

I'd encourage you to continue the communication with your HR which will be the one who can continue assisting you with the data that's not syncing to the Renew Rewards program.
