Time zone is in your account settings. I think with devices (other than computers), it usually uses the time zone your phone/device is set for? At least it seems to with my phone. I usually update the account settings on the website for some reason, but if you look for your account settings it is likely an option on the fitbit app.

Why does my FitBit One not keep the correct time? It can be correct but in the morning it is not correct sometimes. My time zone is set correctly.
