I was inquiring about the GPS feature as a tool for tracking my parent with dementia - Fitbit advised me that the GPS feature in Fitbit devices are solely made for daily activities or exercises tracking only and not made to locate the location of the user of Fitbit device.

Sorry but Fitbit is not a good fit for this. For one thing, Fitbit has no way of getting GPS data to you. It has no phone connectivity so cannot be continually transmitting location to anyone. Also, if GPS were continually on, battery would last less than a day, perhaps just a few hours depending on model.

You would be better to put an itag or tile in your parent, than a fitbit. This way you may get a notification that your parent was found.
There are plenty of systems setup for this purpose, and they have cellular service

Thank you for this... may be hard to get someone with dementia to carry a device like the ones offered in the links above. A watch is a practical idea but I did not see anything suitable on the links above.

it can be linked to a cell phone, but yes, if the person was missing for any long period of time, a battery would die
