We have hundreds of Fitbit users accessing our services, and mostly things run very smoothly. But the past couple of weeks, we've been getting occasional floods of subscription notifications to our subscriber endpoints.
One such example on March 28: we received 26 notifications over a 1 hour period, each containing 18 activities notices. Normally we might chalk that up to a user who only syncs infrequently, except that within those 468 notifitcations there where only 18 unique records, repeated over and over in varying order.
Is there any reason the the Fitbit service would be sending us so many notifications for a single user?
Note: This has happened maybe 5 times this month, and never previously - though we've been using the Fitbit API since 2013.

Experienced the same thing this morning for a user. Starting at about 10:15a received a activities notification every 7 or 8 seconds until about 10:35a resulting in Rate limit exceeded errors.
