Fetching data for multiple users

I'm in health development at a local hospital and was wondering whether it is possible to fetch activity and heart data for multiple users through the WebAPI?

 

If a doctor that is handling say 10 patients that all have Fitbits.  If the users can somehow authorize C# program at the hospital to fetch their data on regular basis?
