Intraday activity level doesn't match info on dashboard

I'm using web api endpoints to retrieve my intraday minute-to-minute HR and activity levels.

For most days, the api response matches the activity levels exported through the Fitbit dashboard.

However, some days the api reports a couple less minutes on "Fairly Active" and "Very Active" levels, when compared with the dashboard data. Is there some interpolation algorithm that the dashboard uses to fill in active minutes?

(My first guess is, if user's activity level logged was 2221222 for 7-minute window, does Fitbit calculate it on the dashboard as 7 minutes of activity level 2, or 6 minutes of lvl.2 and 1 minute of lvl.1?)

I'm baffled by this difference, because my api endpoint seems to retrieve the right amount of total steps and everything, it's just the activity level that's sometimes not matching with dashboard.
