Only receive one request for subscriber verification

We are trying to verify our subscriber. After clicking the verify button, we are only seeing one request (the one with correct verify code) hitting our server. We are not sure what is going wrong, may I ask if there is a way to confirm that there is actually 2 requests from Fitbit. (or can someone from fitbit help us verify this?)

For my test, I used Runscope Traffic Inspector's Captures feature. I set my subscriber endpoint to the Runscope Captures URL in my Fitbit app settings and the Runscope logs immediately showed the two verifications requests.
