I understand that I need to migrate my developer account (and registered API app) from an email login to a Google Account.
Most importantly, I need to understand what if any impact this will have on my users? Will their existing access tokens migrate seamlessly once I've migrated the login associated with the API key?
Secondly. I have a personal and professional Google Account. Both naturally use Google Workspaces. Is it expected that companies should migrate their developer logins to an employees personal gmail account? Are most companies creating single use Gmail accounts for this purpose?

Migrating your Fitbit account to a Google account should have no impact to your users. The users are tied to your applications' client ID, not the developer account. All existing consent and tokens will remain intact.
Since we do not support Google Workspace accounts with Fitbit, we will need to migrate your applications to a @gmail.com account. I don't know for certain, but I image people are having 2 @gmail accounts: one for personal and one for professional. Also, you will need to log into Fitbit with both gmail addresses to register it with Fitbit.
