json download of sleep stages: short wake periods are omitted

When displaying a sleep period in the Fitbit API, there are several short wake periods of up to two minutes (in addition to a line for light sleep). These short wake periods are not provided when downloading the 30 second resolution sleep information as json file (there should be several short wake bouts within the light sleep period starting at 00:50:30am). Is this by design or a bug?
