so when you say that you can't get the Fitbit app to work on your mini iPad, do you mean that it is not syncing? 'cause if that is the problem, then I suggest you to take a look of the compatible devices list, to verify the type of iPad you have and see if it is compatible. Once you have confirmed that, please check the instruction on this post to make your tracker sync.
