Fitbit no cell phone

I bought a Fitbit zip for my grandmother but she does not have a cell phone.  Can she create a Fitbit account on her computer and log her steps that way or does she need to buy a cell phone ::(

Welcome to the community!

 

She can certainly sync with a computer.  Just follow the instructions from the setup page:  https://www.fitbit.com/setup

 

Depending on which OS she's running she may or may not need the USB dongle to be plugged in to the computer.  It looks like:
