You and your wife need two separate Fitbit accounts, not two Fitbits on the same account. Remove one of the devices from your account, then put it on her account. Make sure your Fitbit is off or out of range of your iPad or the iPad will have trouble pairing with the second Fitbit.
To go back and forth on one device, you would need to log out of one account and then log in on the other.
