You should just be able to select this in the fitbit app on your iPad. The only proviso is that it only works with the iPad generation 3 or later.

First, I'd suggest you make sure your iPad is on the supported devices for syncing here. If it is, to make sure you have the "All-day sync" option enabled on your iPad please do the following:
1. Go to your Fitbit iOS App.
2. Tap the "Account" tab.
3. Tap the "Charge HR" tab.
4. There you'll see the "All-day sync" option so make sure it is enabled.
