First after receiving my new iPhone 11 everything worked fine but now when I try to sync I get this message: no device found. Tried restarting my Alta HR without luck.

Hello and Welcome to the Fitbit Community @Gydavaldis

I understand your having a syncing issue. I see you have already tried restarting your Alta HR. That’s a great troubleshooting step. Let’s try turning off the Bluetooth on your device then turning it back on.(Since this is a new phone you have make sure the Alta HR is not on your old Bluetooth on your other phone as it can cause conflicts) If that doesn’t resolve your issue let’s try force shutting the app.
Heres How:

log of go your Fitbit App

now force shut the Fitbit app by swiping it up

turn off your device completely and wait 1-2 mins then restart your device

log back into your Fitbit App as you normally would with your email address and password

now try to sync

😃 lease let me know if this resolves your issue. Again keep me posted

I tried this method, as well as removing the app altogether and I still don't receive any text notifications through my Fitbit. I do however receive SOME phone call notifications but this is not consistent.

Ugh! Same here! I can’t get any texts but get random calendar event notifications.  I’ve tried all the suggestions!

@Fitbit  this is still an issue what’s the resolution?! I don’t want to switch brands but it’s been more than 6 months of people not able to receive notifications specifically with iPhone 11 and the fixes don’t work. I’ve tried waiting it out for an update but still nothing

I tried your suggested and a million other suggestions and nothing works.  This wasn't an issue with my iphone 8.  I got an iphone 11 a few days ago and cannot get the Alta HR to receive texts/emails.  Any other suggestions?
