My Fitbit surge HR is recording average pace in Kilometres even though i have it set to record in miles . Anyone else have this problem?

This seems like a very odd situation, would it be possible for you to go to the Fitbit app, then tap on Account > Advanced Settings > Units and take a screenshot of your settings? Additionally I would ask for a screenshot of the exercise that's showing the incorrect average pace unit so I can check this further.
