11/3/2019 UPDATE: I completely shut down my Fitbit Ionic last night before bed. I waited 30 seconds. Then I started my Ionic and attempted to sync with the Fitbit app. Sync was successful, including all data since the last successful sync on Oct 31.
11/2/2019: I updated my iOS Fitbit app to 3.9.1 on Oct 31 (iPhone 7 running iOS 13.1.3). I've synced my Fitbit Ionic using the app several times per day since then. But my resting Heart Rate and my Sleep would not sync. I can see my heart rate in real time on my Ionic, so I know the device is tracking the data successfully.
I also checked my dashboard on the Fitbit website and NONE of my data from Oct 31 onward is shown. Here's what the Fitbit website shows for my Ionic's last sync/battery life/firmware:
Today I uninstalled and reinstalled the Fitbit app on my iPhone. Then synced. But still no Heart Rate nor Sleep data.

I see you currently have a syncing issue with some of the features of the Fitbit App. I’m not really sure that’s it’s the new 3.9.1 Fitbit App update. I too have the current Fitbit App update along with iOS 13.1.3 without issue. But with that said currently there is a syncing issue in general with the recent iOS 13.1.3 that individuals are experiencing. Could that be what is possible going on?
Currently this is a known issue being experienced by some individuals so let’s try a few things to see if that doesn’t get you back up and running again:

If your are indeed compatible with the new Fitbit App lets try restarting your Fitbit Tracker: Heres how:

If your still experiencing syncing issues I would suggest force shut the App and restart. Here’s how:
Turn off your Bluetooth
log out of the Fitbit App
completely shut down your device, wait 1-2 mins then restart your device
once your device fully loads enable your Bluetooth again
now log back into your Fitbit App as you normally would with your email address and password
now sync your device
Lastly please check your iOS settings if this problem persist and try this:

I’m just seeing your replies today.
I solved the issue myself on 11/2 & I edited my post to reflect the updated status. Rebooting my Ionic fixed the sync problem.
Unfortunately, last night I plugged in my Ionic to charge (was at 29%) and when I put it on it had completely shut down and will not boot up (blinking logo). Based on my research, that’s the kiss of death. I’m 2.5 weeks shy of warranty expiration, so hoping i can get a free replacement.

Im happy your first original issue has been resolved. As far as your current issue I would suggest restarting your Fitbit Ionic. You might have to perform the restart procedure a few times. Here’s how: https://help.fitbit.com/articles/en_US/Help_article/1186. I haven’t heard of this “kiss of death” situation that you spoke of.
