Just bought a Blaze, was able to download the app for my phone, but cannot find the app in the App Store for my iPad Pro or mini. The watch is fully charged. But still in the box. Do I need to have the watch on to find the app for iPad?

It shows in Itunes as being there

Maybe download from there and pick the device you want it to go to

I just wanted to let you know that I have moved your post from the Blaze board to the iOS App board, since I think that here you will be able to see more related topics about the Fitbit app.
