Despite having the current updates for both my phone, the watch and following all the directions to a Top I STILL can’t get notifications.  It’s VERY frustrating.  About to throw my watch away as it’s pretty useless right now.

Thanks for letting me know that you're having issues with the notifications, as well for the steps that you've tried so far. Our team is aware that some of our members aren't able to receive notifications after updating their phones to iOS 13. They're working hard to identify a resolution as quickly as possible. Please know that every feedback posted in the forums never goes unnoticed as it helps us to improve our products, services and overall environment.

 

Although you've tried some troubleshooting steps let me recommend to check this thread where you can receive further updates about this situation, as well some other tips that have worked for other members.
